Monrovia, Liberia – The Liberia Revenue Authority (LRA) has officially launched its Corporate Strategic Plan (CSP) 2025–2029, outlining a five-year roadmap to strengthen domestic revenue mobilization, accelerate digital transformation, improve taxpayer services, facilitate legitimate trade, and enhance Liberia’s capacity to finance its development.
The CSP is anchored on five strategic goals, including effective, fair, and transparent administration of revenue laws; promoting voluntary compliance; strengthening governance, leadership, human capital, and infrastructure; harnessing technology and data; and deepening cooperation and strategic partnerships.
Under the strategy, the LRA intends to transition from traditional and fragmented processes toward a modern, integrated, and intelligence-led revenue administration, with greater automation and simplified procedures aimed at making compliance easier while improving efficiency, transparency, and accountability.
The strategy also places greater emphasis on strengthening the relationship between the LRA and taxpayers. The Authority intends to make procedures and rulings more accessible, strengthen transparency around revenue performance, protect taxpayer information, and reduce the time and complexity associated with meeting tax obligations.
Speaking at the launch, LRA Commissioner General James Dorbor Jallah said the new strategy goes beyond institutional transformation, describing it as part of a broader national drive toward greater fiscal independence through sustainable domestic resource mobilization.
Commissioner General Jallah highlighted the Authority’s strong revenue trajectory, with domestic revenue collections rising from US$699 million in 2024 to US$848 million in 2025, exceeding the 2025 target of US$804.6 million by more than US$44 million. As of August 18, 2026, collections had reached US$904.7 million, putting Liberia within reach of the US$1 billion domestic revenue mark for the first time.
He stressed that reaching the billion-dollar milestone should not be viewed as an end in itself but as an opportunity to expand Liberia’s capacity to finance schools, healthcare facilities, roads, and other essential public services.
Commissioner General Jallah emphasized that achieving the transformation envisioned under the CSP will require collective national action and stronger cooperation among the executive and legislature, taxpayers, businesses, importers, customs brokers, county authorities and development partners among others.
He urged businesses to register, file their taxes, and issue receipts; importers and customs brokers to accurately declare the value of goods; local authorities to support revenue mobilization across the counties; and development partners to continue supporting Liberia in building sustainable institutions.
Commissioner General Jallah disclosed that ASYCUDA has been deployed to 11 of 17 Customs Business Offices, while LITAS has been rolled out to five of 18 Tax Business Offices. Solar power and connectivity solutions are also being introduced at rollout locations to strengthen operations outside Monrovia.
As part of the modernization drive, the LRA is targeting a reduction in cargo clearance time at the Freeport of Monrovia from the current 12 days and 19 hours to three days, alongside improvements to rural tax and customs facilities, electricity, connectivity, and operational tools.
Looking toward 2029, Commissioner General Jallah said the success of the strategy will ultimately be measured by whether the LRA makes tax compliance easier, facilitates faster trade, strengthens public trust and institutional integrity, and mobilizes sustainable revenue for national development.
Officially launching the LRA Corporate Strategic Plan, Finance and Development Planning Minister Augustine Kpehe Ngafuan hailed the progress in domestic revenue mobilization, noting that the country’s current performance is increasingly validating the government’s ambitious revenue projections.
“Today, we are knocking on heaven’s door. Because by September 2026, we will hit the $1 billion mark in domestic revenue. This is an achievement of the Liberian people,” Ngafuan declared.
The Finance Minister challenged the LRA and the government to move beyond simply crossing the billion-dollar threshold and ensure that Liberia sustains revenue collections at that level. He also pledged continued policy and budgetary support to the LRA and said the government would review incentive and bonus systems for revenue-generating institutions, including state-owned enterprises.
Director General of the Cabinet Nathaniel T. Kwabo also welcomed the CSP, describing it as a robust framework for strengthening the LRA’s capacity to mobilize sustainable revenue to support Liberia’s development.
The launch brought together senior government officials, development partners, representatives of the business community, and other key stakeholders, underscoring the broad partnership required to achieve the objectives of the new strategy.
With the CSP now officially launched, the focus shifts to implementation as the LRA seeks to translate its five-year strategic vision into stronger compliance, faster services, greater institutional efficiency, and sustainable revenue growth through 2029.
