Monrovia – The National Elections Commission has unveiled an ambitious five-year roadmap designed to transform the institution’s operations, strengthen electoral administration and prepare the country’s electoral system for the challenges of the future.
Known as the NEC 2026–2030 Strategic Plan, the framework establishes a forward-looking direction for modernizing the Commission while protecting the credibility and integrity of Liberia’s electoral process.
The plan is intended to guide the NEC’s priorities, programs and interventions through 2030 and is built around strategic pillars focused on institutional modernization, electoral integrity, stakeholder engagement and public confidence.
At the launch ceremony, NEC Chairman Hon. Jonathan K. Weedor said the strategy represents a major step toward strengthening the Commission’s institutional capacity and independence.
He said the NEC must continuously improve its systems and operations if Liberia is to maintain an electoral process capable of meeting the expectations of citizens and other stakeholders.
The strategy therefore goes beyond the administration of individual elections.
It seeks to strengthen the institution itself so that electoral management becomes more effective, professional and resilient over time.
Chairman Weedor said the strategic framework provides a comprehensive roadmap for the NEC to administer elections while maintaining high standards of professionalism, transparency and integrity.
The focus on modernization reflects the changing environment in which elections are conducted.
Electoral institutions now operate in an information environment where misinformation can spread rapidly and influence public perceptions of electoral processes.
The NEC specifically identified misinformation and other emerging challenges as threats that require stronger institutional responses.
For the Commission, modernization therefore involves more than improving administrative procedures.
It also requires strengthening the institution’s capacity to communicate, engage stakeholders and protect public confidence in the electoral process.
The five-year plan is expected to guide the NEC as it works to improve institutional effectiveness and deepen its relationship with political parties, civil society, development partners, the media and the wider public.
The Commission emphasized that the success of the strategy will depend on collaboration.
Government institutions, political parties, civil society organizations, development partners, journalists and citizens will all have roles to play in supporting the implementation of the roadmap.
That approach reflects the reality that credible elections are the product of an entire democratic ecosystem rather than the responsibility of an elections commission alone.
Political parties must participate responsibly. Civil society must continue to engage and monitor electoral activities. The media must provide accurate information, while citizens must remain informed and engaged.
The NEC has also acknowledged the contribution of development partners to the strengthening of Liberia’s electoral institutions.
The Commission expressed appreciation for their continued partnership and support, signaling the importance of international cooperation as Liberia works to develop a more sustainable electoral system.
ECOWAS has similarly pledged continued support.
ECOWAS Representative to Liberia Mohammed Konneh reaffirmed the regional organization’s commitment to working with the NEC and other national stakeholders to strengthen democratic governance, electoral credibility, peace and stability.
His remarks underscore the regional importance of Liberia’s electoral development.
A credible electoral system is not only important for domestic democratic governance. It also contributes to political stability and confidence in Liberia as a member of the West African community.
The NEC’s new strategy comes as Liberia continues its broader effort to consolidate democratic gains and strengthen institutions responsible for elections.
The Commission’s five-year roadmap therefore represents an attempt to move electoral administration from a cycle of preparing for one election to a continuous process of institutional development.
Such an approach could enable the NEC to identify weaknesses earlier, improve its systems between elections and build stronger institutional capacity before the next major electoral test arrives.
But the success of the plan will ultimately depend on implementation, resources, accountability and sustained political and public support.
The NEC says the strategy marks the beginning of a new chapter in its efforts to create a more resilient and modern electoral system.
